HIGHLIGHTS
(1.1.2002 to 31.12.2002)

 

Legislative:

 

During the period from 1.1.2002 to 31.12.2002, the Lok Sabha held 84 sittings and the Rajya Sabha held 82 sitting spread over three session. In addition to these sittings, on 26.3.2002 a Joint sitting of both the Houses was also held.

 

The General Budget for 2002-2003 was presented on 28th February, 2002 Railway Budget for 2002-2003 on 26th February, 2002 and Uttar Pradesh Budget 2002-2003 on 19th March, 2002.

 

Seven Ordinances were promulgated.

 

Eighty six Bills were passed by both Houses of Parliament.

 

Consultative Committees:

 

* Consultative Committee for the Ministry of Agriculture was bifurcated into two Consultative Committees for the Ministry of Agriculture and Ministry of Food Processing Industries.

 

* Five Sub-Committees of the Consultative Committee for the Ministry of Civil Aviation were constituted on 6.1.2003 for a term of three months.

 

* Consultative Committees of Members of Parliament attached to various Ministries/Departments held 129 meetings.   Informal Consultative Committee for two Railway Zones also held one meeting each.

 

Nomination of Members of Parliament on various Government Bodies:

 

*  Minister of Parliamentary Affairs nominated 63 Members of Lok Sabha and 56 Members of Rajya Sabha on 37 Government Bodies, Councils, Boards etc. including 14 Hindi Salahkar Samitis.

 

* Minister of Parliamentary Affairs also approved Guidelines for nomination of Members of Lok Sabha as Chairmen of the District Level Vigilance and Monitoring Committees in 581 Districts.

 

Youth Parliament Competitions:

 

*The Ministry conducts Youth Parliament Competitions for the benefit of the student community. The 37th Youth Parliament Competition for Senior Secondary Schools under the Government of N.C.T. of Delhi and N.D.M.C., the 15th National Youth Parliament Competition for Kendriya Vidyalayas, the Fifth National Youth Parliament Competition for Jawahar Navodaya Vidyalayas and the Fifth National Youth Parliament Competition for Universities/Colleges were held during the year.   39 schools of Delhi and N.D.M.C. and 88 Kendriya Vidyalayas participated in these competitions.

 

*  The Sixth National Youth Parliament Competition for Jawahar Navodaya Vidyalayas and the Sixth National Youth Parliament Competition for Universities/Colleges are in progress and are likely to be completed soon.

 

*  Orientation Courses for these competitions were held at Constitution Club, New Delhi for Delhi and N.D.M.C. Schools, at Kharagpur (West Bengal), Mumbai (Maharashtra) and New Delhi for Kendriya Vidyalayas, at Haridwar (Uttaranchal) and Visakhapatnam (Andhra Pradesh) for Jawahar Navodaya Vidyalayas and at Hyderabad (Andhra Pradesh) for Universities.

 

Matters under rule 377 /Special Mentions under Rule 180A-E

 

During the period from 1.1.2002 to 31.12.2002, 675 matters under Rule 377 were raised in the  Lok Sabha and  376 Special Mentions under Rule 180A-E were raised in the Rajya Sabha.  Out of these 324 matters in the Lok Sabha and 139 Special Mentions in the Rajya Sabha have already been replied to by the Ministries/Departments concerned.

 

TRAINING COURSE

 

The Ministry conducted one orientation course in Parliamentary Procedure and Practices for the Officers of the State Governments in the Parliament House, New Delhi which was attended by 5 Officers.  

 

Government Assurances Implemented :-

 

* During the period from 1956 to 2002, 75659 assurances were given by the Ministers in Lok Sabha and 45064 assurances in Rajya Sabha.   This includes 1691 assurances recorded in Lok Sabha and 1466  assurances in Rajya Sabha  during the year 2002.   Out of these 73644 assurances (97.34%) pertaining to the Lok Sabha and 43386 (96.40%) assurances pertaining to Rajya Sabha have already been fulfilled by the Government .

 

Part Implementation Reports

 

* In addition to the above, part implementation reports relating to 19 assurances in Lok Sabha and 39 assurances in Rajya Sabha were also laid during the period under report.

 

Nomination of Members of Parliament on various delegations going abroad:

 

* Minister of Parliamentary Affairs nominated/approved nominations of 10 Members of Parliament on various government delegations visited abroad;

 

Meeting with leaders of various political parties in Parliament:

 

* This Ministry organised 3 meetings with leaders of various political parties in Parliament to discuss various national issues.
