YOUTH PARLIAMENT SCHEME

 

YOUTH PARLIAMENT COMPETITION IN THE SCHOOLS UNDER THE GOVERNMENT OF NATIONAL CAPITAL TERRITORY (N.C.T.) OF DELHI & NEW DELHI MUNICIPAL COUNCIL (N.D.M.C.)

 

 Introduction

 

11.1  With a view to developing democratic ethos in younger generations, the Scheme of Youth Parliament Competition was introduced for the first time in the country in the higher secondary schools of the National Capital Territory of Delhi in 1966-67 by this Ministry in collaboration with the Directorate of Education, Government of Delhi.  Since then, these competitions have been held every year in the higher/senior secondary schools in Delhi.   To broaden the base and reach of this activity, the schools run by the New Delhi Municipal Council were also brought under the ambit of the Youth Parliament Scheme, from the year 1995.   A prize distribution function is organised by the Ministry at the conclusion of the competition each year at which prize winning schools and individual students and teachers-in-charge are given trophies/medals and certificates.  The school standing first is awarded the Pandit Motilal Nehru Running Parliamentary Shield, instituted by this Ministry.

Prize Distribution Function of 37th Youth Parliament Competition

 

11.3  The prize distribution function of the 37th Youth Parliament Competition was held on April 24, 2003 in Mavalanakar Auditorium, Rafi Marg, New Delhi.  Shri Vijay Goel, Hon’ble Minister of State for Parliamentary Affairs and Labour presided over the function and distributed prizes.

 

11.4    On this occasion, Govt. Girls Sr.Sec. School No.3, Sarojini Nagar, New Delhi which stood first in the Competition, gave a repeat performance of their Youth Parliament session.

 

11.5   The Pandit Motilal Nehru Running Parliamentary Shield and a trophy for securing first position in the Competition among the Schools under the NCT of Delhi was awarded to Govt. Girls Sr.Sec. School No.3, Sarojini Nagar, New Delhi.   Sarvodaya Vidyalaya, J.J. Colony, Wazirpur, Delhi was awarded the Trophy for standing first among the New Entrant Schools.  Ten schools were awarded trophies for their meritorious performance in the competition.  Besides, individual merit prizes were awarded to 523 students from 39 schools for their outstanding performances.  The District Trophy for the Best Education District in the competition was awarded to the South-West ‘B’ Educational District.

 

 

Thirty Eighth Youth Parliament Competition in Delhi Government and NDMC Schools

 

(a)          Orientation Course

 

11.6  This Ministry conducted an orientation course for the teachers-in-charge of participating schools on July 9, 2003 in the Parliament House, New Delhi.  Necessary background material was distributed and officers of the Ministry of Parliamentary Affairs and Directorate of Education, Government of NCT of Delhi delivered explanatory lectures.  Seventy teachers from 58 schools participated in the course.

 

(b)          Competition

 

11.7  During the period under report, Youth Parliament Sessions of 67 schools which participated in the thirty-eighth Youth Parliament Competition, 2003-2004, for senior secondary schools of Directorate of Education, Government of NCT of Delhi and NDMC, were  evaluated.

 

11.8  Satbhrawan Arya Girls Sr. Sec. School, Arya Samaj Road, Karol Bagh, Delhi stood first in the competition. Mother Divine Public School, Sector-3, Rohini, New Delhi was adjudged first among the New Entrant Schools. Seventeen Schools have been placed in the merit list for their outstanding performances in the competition.  Central District, Directorate of Education, Government of NCT of Delhi, bagged the  “Best Educational District” award in the competition.

 

Youth Parliament Competition in Kendriya Vidyalayas (K.V.)

 

Introduction

 

11.9     In the year 1978, Kendriya Vidyalayas located in and around Delhi were incorporated into the ongoing Youth Parliament Competition in the higher secondary schools under the Directorate of Education, Government of NCT of Delhi.  Gradually, due to increase in the number of participating schools, a separate scheme was launched in 1983 for the Kendriya Vidyalayas in and around Delhi on lines similar to that of the scheme for senior secondary schools under the Directorate of Education, Government of NCT of Delhi.  In the year 1988, the scheme of Youth Parliament was launched at the National Level in the Kendriya Vidyalayas as a part of celebrations of Pandit Jawahar Lal Nehru birth centenary and 40 years of India’s Independence.

Prize Distribution Function

 

11.12        The prize Distribution dunction of the 15th  National Youth Parliament Competition was held on 17  April, 2003 in Mavalankar Auditorium, Rafi Marg, New Delhi.  Smt. Bhavnaben D. Chikhalia, Hon’ble Minister of State for Parliamentary Affairs and Tourism & Culture presided over the function and gave away prizes.  Kendriya Vidyalaya, No.1, Colaba, New Navy Nagar, Mumbai, Maharashtra, which stood first in the Competition, gave a repeat performance of their sitting of Youth Parliament and that school was awarded “Pandit Jawaharlal Nehru Parliamentary Running Shield”. Five Kendriya Vidyalayas were awarded zonal first trophies for their meritorious performance in their zones and 12 Vidyalayas were awarded merit trophies for their outstanding performances at regional level.  Besides, four individual prizes were also awarded to students in each of the participating Kendriya Vidyalayas at regional level competition.

 

11.13   Certificates and prizes were awarded at the prize distribution function to 395 students for their meritorious performances at regional level and 125 students for their meritorious performance at national level. The total number of students thus getting certificates and prizes at regional and national levels was 520.

 

Sixteenth National Youth Parliament Competition in Kendriya Vidyalayas

 

(a)      Orientation Courses

 

11.14   In order to make the orientation course intensive and purposeful, the Ministry in consultation with the Kendriya Vidyalaya Sangathan organised two separate orientation courses in connection with the 16th  National Youth Parliament Competition, 2003-2004 as under:

 

(1)   The first orientation course was held on 21 and 22 May, 2003 at Kendriya Vidyalaya, Begumpet, Hyderabad, Andhra Pradesh.  The Course was inaugurated by Shri D.R. Tiwari, Additional Secretary, Ministry of Parliamentary Affairs.  In the Orientation Course, 36 teachers and 6 Education Officers from the 9 regions i.e.  Hyderabad, Mumbai, Lucknow, Patna, Ahmedabad, Bangalore, Bhubaneswar, Chennai and Kolkata participated.

 

(2)    The second orientation course was held on June 26 and 27, 2003 at Kendriya Vidyalaya No.2, GCF Estate Jabalpur, Madhya Pradesh.  The course was inaugurated by Shri N.K. Sahai, Senior General Manager, Gun Carriage Factory, Jabalpur.  In the orientation course, 6 Education Officers and 47 teachers from the remaining 9 regions i.e. Jabalpur, Bhopal, Delhi, Jammu, Chandigarh, Silchar, Guwahati, Jaipur and Dehradun participated.

11.15   The Sixteenth National Youth Parliament Competition, 2003-2004 for Kendriya Vidyalayas is in progress.

 

Youth Parliament Competition in Jawahar Navodaya Vidyalayas

 

Introduction

11.16  In the year 1997, the scheme of Youth Parliament was launched at the national level in the Jawahar Navodaya Vidyalayas as a part of celebration of the Golden Jubilee Year of India’s Independence on the pattern of the national scheme for the Kendriya Vidyalayas.

11.18 The Sixth National Youth Parliament Competition was held during 2002-2003.  78 Vidyalayas participated at the Regional Level and 8 Vidyalayas participated at the national level competition.  The Jawahar Navodaya Vidyalaya, Paleru, Distt. Khammam, Andhra Pradeash secured first position in the Competition.

 

Prize Distribution Function  

 

11.19   The prize distribution function of the Sixth National Youth Parliament Competition, 2002-2003 was held on November 4, 2003 in Mavalankar Auditorium, Rafi Marg, New Delhi.  Smt. Bhavnaben D. Chikhalia, Hon’ble Minister of State for Parliamentary Affairs and Tourism & Culture presided over the function and gave away prizes to the prize-winning students and institutions.  On this occasion, the students of Jawahar Navodaya Vidyalaya, Paleru, Distt. Khammam, Andhra Pradeash, which stood first in the Competition, gave a repeat performance of their Youth Parliament and that school was awarded the “Pandit Jawaharlal Nehru Parliamentary Running Shield”.

 

11.20    Seven Jawahar Navodaya Vidyalayas were awarded ‘Regional First’ Trophies for their meritorious performances in their regions.  Besides, four individual prizes were also awarded to students from each participating vidyalayas at regional level.  282 students were awarded prizes and certificates for the regional level competition and 126 students were given certificates and prizes for their meritorious performances at the national level competition, in the prize distribution function.  The total number of students thus getting prizes and certificates at regional/national level was 408.

 

Seventh National Youth Parliament Competition in Jawahar Navodaya Vidyalayas

 

(a)      Orientation Course

 

11.21  For the benefit of the teachers in-charge of the activity of Youth Parliament, the Ministry in consultation with the Navodaya Vidyalaya Samiti, organised three separate orientation courses in connection with the Seventh National Youth Parliament Competition, 2003-2004 as follows:

 

(1)   The first orientation course was held on November 7 and 8, 2003 at Jawahar Navodaya Vidyalaya, Morigaon, Assam.  The course was inaugurated by Shri D. Hazarika, Deputy Director, Navodaya Vidyalaya Samiti (Shillong region).  In the orientation course, 25 teachers from 2 regions i.e. Patna and Shillong participated.

 

 

 (2)   The second orientation course was held on November 16 and 17, 2003 at Jawahar Navodaya Vidyalaya, Kherli, District Dausa, Rajasthan.  The Course was inaugurated by Shri H.N.S. Rao, Deputy Director, Navodaya Vidyalaya Samiti (Jaipur region).  In the orientation course, 40 teachers from three regions i.e. Chandigarh, Jaipur and Lucknow participated.

 

(3)   The third orientation course was held on November 21 and 22, 2003  at Jawahar Navodaya Vidyalaya, Bagalur, District Bangalore Urban, Karnataka.  The Course was inaugurated by Shri S.V. Reddappa, Assistant Director, Navodaya Vidyalaya Samiti (Hyderabad Region).  In the orientation course, 37 teachers from 3 regions i.e. Pune, Hyderabad and Bhopal participated.

Youth Parliament Competition in the Universities/Colleges

 

Introduction

 

11.23   As a part of the celebrations of Golden Jubilee Year of India’s Independence, this Ministry launched during 1997-98, the scheme of Youth Parliament in the Universities/Colleges all over the country with the cooperation of the University Grants Commission and Association of Indian Universities.

Seventh National Youth Parliament Competition in Universities

 

Orientation Course

 

11.26    This Ministry requested all the recognised universities to send the details of their nominees for participation in the orientation course of the Seventh National Youth Parliament Competition.  Requests were also made through advertisement in national dailies throughout the country.  Accordingly, requests from 54 universities giving details of their nominees have been received in this Ministry.  Further action to organise the orientation course for the Seventh National Youth Parliament Competition, 2004-2005 is in progress.

 

Youth Parliament Competition in States/Union Territories

 

Introduction 

 

11.27   The Fourth All India Whips Conference held at Bombay in 1962, had recommended the introduction of the Youth Parliament Competition in the states/UTs all over the country as follows:

 

“This Committee recommends that Government should encourage holding of Mock       Parliaments in educational institutions and through Panchayats in rural areas”.

 

11.28   In pursuance of the above recommendations, the ministry of Parliamentary Affairs   drew up a detailed scheme of mock Parliament (now Youth Parliament) competitions and decided to introduce it on an experimental basis in the higher secondary schools of Delhi.

 

11.29  The Sixth All India Whips’ Conferences held at Shimla in 1967 made the following recommendation:

 

While appreciating the work done by the Ministry of Parliamentary Affairs with regard to promotion of  ‘Youth Parliament’ in Schools in Delhi, the Conference recommends very strongly that the States should also arrange to introduce the Scheme in their respective State.”

 

11.30.   The above recommendation was reiterated as the following by the Seventh All India Whips Conference held at Madras in 1969:

 

Keeping in view the successful execution of the ‘Mock Parliament’ Scheme in Delhi Schools, the wider appreciation it received from leading Parliamentarians, the Press and Educationists and with a view to build a strong Parliamentary System in the country, the Conference strongly recommends that:

 

(a) All the States/Union Territories should take steps to implement the Scheme in their respective State/Union Territory on the pattern adopted by the Central Ministry of Parliamentary Affairs;

 

(b)  The Central Ministry of Parliamentary Affairs should provide all encouragement to the States/Union Territories for introducing the Scheme by offering financial assistance, if necessary; and

 

(c) The Central Ministry of Parliamentary Affairs should also organise inter-State Competitions of the States/Union Territories which have started implementation of the Scheme.

 

11.31    The above recommendations were subsequently reiterated by the 8th, 9th, 10th and 11th All India Whips’ Conferences also.  The 11th All India Whips’ Conference held at Bangalore in 1994 made the following recommendation:

 

(a)          “The State Governments/Union Territory Administrations which have not introduced the Scheme of ‘Youth Parliament Competitions’ in their States/Union Territories should take urgent steps to introduce this Scheme on the pattern adopted by the Central Ministry of Parliamentary Affairs, for schools in Delhi;

 

(b)          The Central Ministry of Parliamentary Affairs should provide all encouragement to the State Governments/Union Territory Administrations for introducing/implementing the Scheme by offering free literature, training and financial assistance up to Rs.25,000/- per annum; and

 

(c)          Steps may be taken to introduce Youth Parliament Scheme in Colleges and Universities.  The Conference also recommends that a subject for imparting education on Parliamentary matters may be introduced in colleges and universities to develop Parliamentary culture.

 

11.32    The above recommendation was reiterated as follows by the 12th All India Whips Conference held at Srinagar in 1997:

 

            “Introduction of Youth Parliament Scheme invarious States/Union Teritories”

 

(a)    The States governments/Union Territory Administrations which have not introduced the Scheme of Youth Parliament Competitions in their States/Union Territories should take urgent steps to introduce this Scheme on the pattern adopted by the Central Ministry of Parliamentary Affairs.

 

(b)    The Central Ministry of Parliamentary Affairs should provide all encouragement to the State governments/Union Territory Administrations for introducing implementing the Scheme by offering free literature, training and financial assistance up to Rs.2 lakhs per annum on reimbursement basis.

 

11.33   All the States/UTs were, therefore, requested by the Ministry to organise the youth Parliament Competitions in their schools.  As per the latest information from the States/UTs, the Youth Parliament Scheme is being implemented in 24 states/UTs, detailed as follows:

 

Arunachal Pradesh, Bihar, Goa, Delhi, Gujarat, Haryana, Himachal Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Orissa, Nagaland, Pondicherry, Punjab, Rajasthan, Tamilnadu, Tripura, Uttar Pradesh, West Bengal, Chandigarh and Dadra & Nagar Haveli.

 

Financial Assistance to States/Union Territories

 

11.34    In view of the laudable objectives of the scheme, the 7th All India Whips’ Conference held in 1969 recommended that the scheme should be extended to all the states/Union Territories of the country and that the Ministry should give all possible help to encourage its implementation by offering financial assistance to the states and Union Territories which organise the Youth Parliament Competitions.  Consequently, a scheme of financial assistance was evolved by the Ministry in 1972-73, according to which, financial assistance upto a ceiling of Rs.5,000/- was given to the states/Union Territories implementing the scheme to meet part of the expenditure incurred by them on awarding of prizes/certificates to the students/institutions for their meritorious performances and other miscellaneous expenditure in connection with the competition.  As per the request received from various states/UTs, the ceiling of financial assistance to the states/Union Territories was raised to Rs.10,000/- in 1993 and in pursuance of the recommendations of the 11th All India Whips’ Conference held in 1994, the ceiling of the financial assistance to the states/Union Territories was raised to Rs.25,000/- with effect from 16.8.1996.  As per the recommendation of the 12th All India Whips’ Conference held in 1997, a proposal to enhance the financial assistance to rupees two lakhs was sent to the Ministry of Finance for their concurrence who agreed to raise the ceiling of financial assistance to only rupees one lakh per annum and thus the amount was accordingly raised to rupees one lakh per annum with effect from 21.1.1999.

 

11.35  During the period under report, the states of Haryana, Nagaland and  Chandigarh were given financial assistance under the scheme.  The details of financial assistance are as follows:

 

1. Haryana –     Rs.46,698/-;    

2. Nagaland –    Rs.96,400/-;  

3. Chandigarh – Rs.33,978/-. 

 

Training for Conducting Youth Parliament Scheme in States/Union Territories

 

11.36   The Ministry also provides necessary training and literature to give encouragement to the states/Union Territories in introducing the scheme. For the purpose, ‘orientation courses’ conducted by the state governments/UT administrations for the principals, teachers-in-charge and organisers of such competitions in the states/Union Territories are also attended by the officers of this Ministry, if requested, for on-the-spot training in the theory and   practice of   conducting ‘Youth   Parliament Competitions’. On the request of the state government of Haryana, officers of   the Ministry attended such orientation course held on 21.8.2003 at SCERT, Gurgaon, Haryana for the benefit of principals and teachers-in-charge of the activity of Youth Parliament conducting Youth Parliament Competition in the State of Haryana.
