PRIVATE MEMBERS' BUSINESS

 

5.1        Rules of Procedure and Conduct of Business in the Lok Sabha and the Rajya Sabha afford ample opportunities to members, who are not members of the Council of Ministers, to raise matters of urgent public importance and ventilate the grievances of the people at large through various devices, e.g.,Calling Attention Notice, Short Duration Discussion, No-day-yet Named Motion, Censure Motion, Motion of No-Confidence in the Council of Ministers, Half-an-hour discussion, besides the Private Members' Bills and Resolutions which are taken up alternatively for two-and-a-half hours kept apart for Private Members' Business normally on Fridays. Discussion on these matters take place during the time earmarked for official business.

Government’s Stand on Private Members’ Bills and Resolutions

 

5.3        One of the functions of the Cabinet Committee on Parliamentary Affairs is to determine government’s stand towards private members’ bills and resolutions listed and put down for consideration in the two Houses of Parliament. During the period from 1.1.2003 to 31.03.2004, the ministries/departments concerned were requested to send briefs on government’s stand in respect of the bills and resolutions which were listed for consideration and passing in two Houses or which secured sufficiently higher priority in the ballots held for this purpose. Accordingly, briefs on 28 non-official bills (19 in Lok Sabha and 9 in Rajya Sabha) and 27 non-official resolutions (10 in Lok Sabha and 17 in Rajya Sabha) were placed before the Committee on 14 occasions and its approval to government’s stand on private members’ bills and resolutions obtained, through circulation of papers.

 

5.4        Ninety three private members' bills (37 bills in Lok Sabha and 56 Bills in Rajya Sabha) were introduced during the period from 1.1.2003 to 31.03.2004 (Appendix - VII) All the Bills pending in Lok Sabha, however, lapsed on dissolution of XIII Lok Sabha on 6.2.2004.
